Policy Statement:
The Jamesburg Public Library encourages all residents to use our Library and its services and apply for a library card in accordance with the following policy.
Section 1: Adult Library Cards
Adult residents of the Borough of Jamesburg over the age of eighteen (18) are entitled to an Adult Library Card. Applicants are required to provide a photo ID and proof of residence. Patrons must be present to receive a library card. Adult Library Cards are valid for three (3) years and eligible for renewal thereafter.
Section 2: Juvenile Library Cards
Children of Jamesburg under the age of eighteen (18) may hold a Juvenile Library Card. The child’s parent/guardian must be a resident of the Borough of Jamesburg, and their signature must be on their application to register. The parent must be a card-carrying member of the Jamesburg Public Library in good standing.
If a juvenile’s library card accrues $5 or more in library fines, the account of their parent/guardian will be penalized. Juvenile Library Cards are valid for three (3) years and eligible for renewal thereafter.
Section 3: Non-Resident Library Cards
Anyone who is not a resident of Jamesburg may apply for a Non-Resident Library Card. Applicants are required to provide a photo ID and a document that states their permanent address. Patrons must be present to receive a library card. Non-Resident Library Cards are valid for three (3) years and eligible for renewal thereafter.
Section 4: “Works in Town” Library Cards
Anyone working in the Borough of Jamesburg may apply for a “Works in Town” Library Card. Applicants must provide a photo ID and proof of employment in the form of a pay stub from their employer. “Works in Town” Library Cards are valid for three (3) years and eligible for renewal thereafter.
Section 5: “Photo ID”
An acceptable photo ID may be a government-issued photo ID, a photo ID issued by an accredited academic institution, or a photo ID issued by an employer.
Section 6: “Proof of Residence”
A driver’s license, a tax utility bill, or any document prepared by an officially recognized organization that states the applicant’s name and address shall satisfy the proof of residence requirement for Adult Library Cards and satisfy the requirement for a document that states the applicant’s permanent address for Non-Resident Library Cards.
Both requirements may be satisfied if the applicant’s photo ID also states the applicant’s permanent address.
Section 7: Terms and Conditions
Patrons who wish to acquire a library card must agree to the following terms and conditions during the application process by signing the back of their library card. Patrons shall receive a copy of these terms and conditions during the application process.
- Responsibility. All library cardholders will accept responsibility for any use of their library card and agree to abide by library policies and procedures.
- Transactions. All library cardholders shall present their library card for all account transactions.
- Fees and Lost or Damaged Property. All library cardholders shall pay for all lost or damaged materials and pay all fines and fees incurred on their card. Fines for overdue items will be charged for each day the Library is open. The maximum fine for each item is $5. Lost or damaged items will be billed at replacement cost.
- Lost or Stolen Cards. All library cardholders shall report lost or stolen cards immediately. Upon notification, the Library will block a lost card number and issue a new card. Once a card is reported lost, that card number cannot be reinstated. Lost library cards will be replaced for a fee of $2.00.
- Updating Information. All library cardholders shall report changes of name, address, phone number, and e-mail promptly.
- Parent’s Responsibility. All library cardholders shall accept responsibility as parent/guardian for all fees, lost or damaged items on their child’s library cards until eighteen (18) years of age.
- Renewal. All library cardholders shall comply with renewal procedures when privileges expire by showing a photo ID and proof of residence or employment. At the time of renewal, all fines and fees must be paid in full.
- Suspension of Privileges. All library cardholders shall acknowledge that borrowing privileges will be suspended if the patron accrues more than $5 in fines. Any patron whose privileges have been denied may have the decision reviewed by writing to the Board of Trustees.
Policy Statement:
The following policy has been enacted to meet the needs of the patrons of Jamesburg.
Section 1: Borrowing Library Materials
Patrons must present a valid library card from an LMxAC affiliated library in order to borrow materials from the Jamesburg Public Library.
Section 2: Returning Library Materials
All Library materials must be brought inside for return when the Library is open.
Section 3: The Library Book Drop
The Jamesburg Public Library’s book drop is available for library materials to be returned when the Library is closed. The book drop box may not be used for book donations or for returning Library materials other than books.
Section 4: Accumulation of Fines
Fines for overdue materials shall be charged for each day that the Library is open.
Section 5: Lost or Damaged Items
Lost or damaged items will be billed at replacement cost.
Section 6: Suspension of Borrowing Privileges
Fines of $5 or greater will block patrons from borrowing materials.
Section 7: Special Items
Special Library materials or items that are available for circulation may have a special policy regarding their circulation established by the Board of Trustees. Those policies shall be affixed to this section of the Jamesburg Public Library’s Policy for Circulation.
- Birding Backpacks
The Board of Trustees of the Jamesburg Public Library has deemed it viable to offer birding backpacks to patrons, in accordance with the following policy: a. Birding backpacks may be checked out for a three (3) day period, with the option of renewal for an additional three (3) day period, provided that a hold has not been placed on the birding backpack by another patron. Renewals will be granted at the discretion of library employees and will be evaluated on a case-by-case basis.
b. The patron checking out the birding backpack must be a card-carrying member of an LMxAC affiliated library and present a valid library card from their LMxAC affiliated Library to borrow materials.
c. Patrons are responsible for the cost of replacing lost or damaged items, as per Library policy. The breakdown in cost for items in the birding backpack shall be included with the terms and conditions for the birding backpack.
d. Birding backpacks must be returned by the designated due date printed only inside the building during normal Library hours, and the condition of each item must be assessed by the librarian on duty before the return can be completed. Birding backpacks may not be returned via the book dropbox. Failure to return the backpack inside the Library will result in a $10 negligence fee.
e. Fines for overdue birding backpacks will be charged for each day that the Library is open at $5 per day. At ten (10) days overdue, the birding backpack will be considered lost, and the patron will be billed for the cost of replacing the lost items, in addition to the total cost of the late fees accumulated.
f. Patrons must agree to the terms and conditions of this policy prior to checking out a birding backpack by signing an appropriate terms and conditions form. Library employees shall keep the original copy of the form on file and give the patron a copy of the signed terms and conditions and a copy of the price sheet for replacing lost or damaged items.
Section 8: Renewals and Holds
Patrons may renew items at the discretion of Library employees. Patrons may also place a hold on Library items at the discretion of Library employees. Items are not renewable if there is a hold placed on them by another patron.

Policy Statement:
The Jamesburg Public Library welcomes all children to use our Library and its services in accordance with the following policy.
Section 1: Responsibility
Responsibility for children using the Library rests with the parent/guardian or assigned caregiver. Parents and/or guardians, not library staff, are responsible for the behavior of their children using the Library, and their respective parents and/or guardians may be held liable for any damage they cause.
Section 2: Behavior
Children must behave in a manner conducive to maintaining an appropriate atmosphere in the building.
Section 3: Requirements
Children under the age of eleven (11) must be accompanied by a responsible caregiver over the age of sixteen (16) at all times while in the Library.
Section 4: Unattended Children
Parents will be notified if their child is left unattended. If a parent or caregiver cannot be found, the proper authorities will be notified. Under no circumstances will the Library assume custodial responsibility for any child left unattended.
Policy Statement:
The Jamesburg Public Library may offer patrons free and open access to the Internet and offer technology to the community including, but not limited to, desktop computers, printers, copiers, and fax machines, the use of which shall be in accordance with the following policy.
Section 1: Responsibility
The Library recognizes that not all information found on the Internet is accurate, complete, up-to-date, legal, or philosophically acceptable to all individuals; and accordingly, the Library assumes no responsibility, and shall have no liability for any direct, indirect, or consequential damages arising from the use of information found on the Internet or any communications sent through the Library’s computers.
Section 2: Wi-Fi
The Jamesburg Public Library offers free Wi-Fi service to patrons on public computers and on their own devices.
Section 3: Internet Access by Children
The restriction of a child’s access to the Internet is the responsibility of their parent or legal guardian.
Section 4: Filtering Software
The Library shall not monitor an individual’s use of the Internet; however, the Library may employ filtering software in the form of firewalls or additional software.
Section 5: Availability
Computers and fax will be turned off fifteen (15) minutes before the Library closes.
Section 6: Technical Assistance
Time permitting, Library staff members will try to help with basic computer problems. Regrettably, staff members are not able to offer extensive explanations or provide in-depth technical assistance to patrons.
Section 7: Suspension of Privileges
The Library may suspend a patron’s technology privileges at any time if it determines, in its sole and complete discretion, that its technology is being misused in any respect.
Section 8: Use of Public Computers
All of the Jamesburg Public Library’s public computers shall be assigned a number that shall be displayed on or near each computer’s monitor for reference by patrons and staff members.
Patrons must show the librarian on duty a copy of a valid library card in their name, a government-issued ID, or an ID issued by an accredited school or employer prior to using one of the Library’s public computers.
The Library shall maintain a log of computer users, and patrons must also be signed in at the circulation desk by the librarian on duty and sign or initial their name on the Library’s log of computer users prior to using a computer.
In signing or initialing their name on the log, patrons agree to abide by all Library policies including those pertaining to technology and understand that any inappropriate behavior will result in disciplinary action.
Once a librarian signs in a patron, they shall assign the patron a computer to use. Patrons shall only use the computer assigned to them and shall sign out at the circulation desk once they complete their work.
Section 9: Guidelines
Library patrons shall comply with the following technology guidelines:
- Computer users must be checked in by a staff member as well as sign in and out at the circulation desk to use a computer and abide by all provisions of this Policy for Technology.
- Headphones are permitted, but the volume must be kept low to not disturb others.
- Computer users may connect their own storage drives or earphones to library computers.
- Only one person is allowed at a computer workstation at a time. Staff, in their discretion, may approve or disapprove requests for small groups to work together.
- Computer users shall not use Library computers for any activity that is patently offensive, intrusive, disruptive, immoral, unethical, harassing, or creates an intimidating or hostile environment to staff and/or other users.
- Staff members are unable to recover data once a computer session ends. To save a document, the user must copy it to personal media or an online storage application during the session. The Library is not responsible for time or data lost due to computer failure or failure to save data.
- Users should be aware that the use of public computers is not a private or secure medium and that third parties may be able to obtain information regarding users’ activities.
- Users engaged in illegal activities involving library computers may be subject to prosecution.
- Users should report any computer problems to Library staff and must not attempt maintenance on Library computers, including unplugging, disconnecting, powering on, powering off, and/or detaching any hardware or components.
- Users may not alter or attempt to alter the setup of Library computers.
- While there is no time limit for use of the Library’s public computers, users should be mindful of the need of other patrons to access the computers.
- Users are asked to respect the privacy of other computer users.
Policy Statement:
The Jamesburg Public Library believes that it is the basic right of every individual to read what he or she wishes without fear of censure or legal consequence. It also affirms the right of every person to privacy.
The Library shall do all within its power to protect each user’s right to privacy with respect to all information required for registration and for information sought or received, and materials consulted, borrowed, or acquired, in accordance with the following policy.
Section 1: Library Records
Pursuant to NJ.S.A. 18A:73-43.2, Library records that contain the names or other personally identifying details regarding the users of libraries are confidential and shall not be disclosed.
Such records shall not be made available to any individual, organization, or government agency, except in the following circumstances:
- The records are necessary for the proper operation of the Library.
- Disclosure is requested by the user.
- Disclosure is required pursuant to a subpoena issued by a court or court order.
Section 2: Access to Patron Records
Only designated Library employees may handle, process, or access a patron’s registration information and a patron’s information regarding materials consulted, borrowed, or acquired unless the provisions of NJ.S.A. 18A:73-43.2 apply.
Policy Statement:
The Jamesburg Public Library encourages donations to the Library that will further its mission. The Library retains unconditional ownership of all donations and makes the final decision on acceptance, use, or disposition. Donations shall be managed in accordance with the policy below.
Section 1: Monetary Donations
The Jamesburg Public Library accepts monetary donations in the form of cash or checks.
Monetary donations in excess of $150 must be approved by the Board of Trustees. The use of monetary donations must also be approved by the Board of Trustees.
No political organization may donate more than $500 per calendar year to the Jamesburg Public Library.
Section 2: Material Donations
Material donations (including hardcover books, paperback books, other print items, furniture, art, etc.) may only be donated to the Jamesburg Public Library on an as-needed basis.
No material donations shall be accepted without the authorization of the Library Director and a proper evaluation of the item(s) by a staff member in order to ascertain the condition and usefulness of the item(s).
Library staff members reserve the right to decline the donation of any items if it is the prerogative of the Library Director or their designee to not accept material donations.
Accepted material donations are subject to being sold or donated to other organizations or discarded.
Section 3: Forbidden Donations
Encyclopedias, law books, textbooks, activity books (crossword, coloring, etc.), DVDs, audiobooks, vinyl records, cassette tapes, and VHS tapes shall not be accepted as donations unless specific approval is granted by the Library Director.
Any donation containing mold, mildew, odors, dirty exteriors or interiors, water damage, or any other type of damage or contagion will not be accepted under any circumstances.
Section 4: Receipts
Donations to the Jamesburg Public Library are tax-deductible as charitable donations. Upon request, a staff member will provide the donor with a dated receipt for income tax purposes.
The appraisal of a material item for tax purposes is the responsibility of the donor. Receipts shall not be furnished for material donations bearing the monetary value of physical items without such an appraisal.
Section 5: Receiving Donations
All donations, regardless of material or monetary status, shall be brought to the circulation desk for acceptance. Materials shall not be left in the book drop or outside the Library.
Staff members cannot assist patrons with unloading donations. Patrons are strongly encouraged to call the Library in advance if they wish to make a donation to verify its viability.
Section 6: Returns
Donations cannot be returned to donors once they have been given to the Library.
Policy Statement:
The Jamesburg Public Library recognizes the importance of volunteers and welcomes their service to the Library in accordance with the following policy.
Section 1: Definition of a Volunteer
A volunteer is a person who performs tasks for the Jamesburg Public Library without wages, benefits, or compensation of any kind.
Section 2: Requirements
The following requirements shall apply to volunteers:
- All Library volunteers must be either enrolled in an official volunteer program established by an organization approved by the Board of Trustees or submit a volunteer application to the Board of Trustees for approval and sign a liability waiver.
- Volunteers must be at least sixteen (16) years of age unless they are enrolled in an official volunteer program established by an accredited institution of learning.
Section 3: Scope of Responsibilities
Volunteers may assist with specific projects or events with consent of the Board of Trustees.
Section 4: Restrictions
The following restrictions shall apply to volunteers:
- Volunteers may not assume the responsibilities of a staff member or carry out tasks that staff members are required by the terms of their employment to complete.
- Volunteers may not enter restricted areas within the Library designated only for employees and Board Members or use the computers of staff members.
- Volunteers may not handle, process, or access a patron’s registration information or a patron’s information regarding materials consulted, borrowed, or acquired; or participate in tasks that may be related to or require such information, in accordance with the Jamesburg Public Library’s Policy for Confidentiality.
Section 5: Inclusivity
Volunteers shall not be excluded due to an individual’s age, race, creed, color, national origin, religion, marital status, sex, sexual orientation, gender, gender identity, physical appearance, socioeconomic level, education level, or any other legally protected characteristic.
Section 6: Hours and Schedule
The hours of volunteer service for adults, students, and interns shall be determined by the Library Director in consultation with the volunteer.
Volunteers must arrive when scheduled or call the Library if they are absent. Except with prior approval, volunteer work must be completed within normal Library hours or hours set for a specific project or event.
Section 7: Compliance
Volunteers must abide by all Library policies and shall be given a copy of the Policies of the Jamesburg Public Library for their reference. Volunteers shall abide by the same work and behavior codes as employees.
Section 8: Recruitment
The following shall apply to the recruitment of volunteers:
- The Library Director shall determine the need for volunteers and the number of volunteers needed for specific projects or events.
- The Board of Trustees shall approve all volunteers that provide services to the Jamesburg Public Library and approve all organizations supplying the Library with volunteers.
- The Library Director shall maintain a list of Board-approved volunteers and Board-approved volunteer programs to acquire volunteers from.
- Board-approved volunteer applications and signed liability forms shall be valid for the calendar year during which approval was granted, with the option of renewal by the Board of Trustees for the following calendar year.
- Board-approved volunteer programs shall be authorized to supply the Jamesburg Public Library with volunteers for the calendar year during which approval was granted, with the option of renewal by the Board of Trustees for the following calendar year.
- Volunteers being sent to the Jamesburg Public Library by a Board-approved volunteer program must be covered under the parent organization’s general liability insurance. Otherwise, volunteers must sign a liability waiver prior to participating in volunteer activities.
- Volunteers being sent to the Jamesburg Public Library by a Board-approved volunteer program must show proof that they are currently enrolled in the program prior to participating in volunteer activities.
Section 9: Cooperation
Volunteers shall work directly with library officials to receive training and complete all assignments. Volunteers must sign in and out anytime they volunteer at the Library.
Section 10: Supervision
Volunteers shall be supervised by the Library Director or their designee, who shall guide them in their work.
Section 11: Student Volunteers
Student volunteers are volunteers who are currently enrolled in an accredited institution of learning.
Students are eligible to receive community service hours for school, clubs, or other organizations in exchange for their services to the Library.
The Library Director shall tally and sign off on that student’s community service hours.
Section 12: Student Interns
Student interns from an accredited college or university may be sought by the Library Director with the approval of the Board of Trustees when their activities will benefit the Library or librarianship.
A job description for the intern shall be prepared and presented to the student interns upon approval from the Board of Trustees.
The Library Director shall supervise and guide all student interns in their work.
Section 13: Disciplinary Action
If a volunteer behaves in a manner that violates the Policies of the Jamesburg Public Library, the Code of Conduct, or is otherwise immoral, unethical, insubordinate, incompetent, or grossly negligent, they shall be subject to disciplinary action by the Library Director, their designee, and/or the Board of Trustees.
In the event of a minor violation, a volunteer shall be served a verbal or written warning by their supervisor.
Volunteers may be subject to suspension from volunteer activities on a temporary or permanent basis as determined by the Library Director, their designee, and/or the Board of Trustees.
Volunteers may be subject to prosecution for criminal offenses or subject to suspension from the Jamesburg Public Library altogether if necessary.
Policy Statement:
The Jamesburg Public Library welcomes the use of our buildings and grounds by the public in accordance with the following policy.
Section 1: Community Center
The Jamesburg Public Library’s lower level is hereby
designated as, and will hereafter be referred to in this policy as, the “community center.” Under
the reconfigured floor plan of 2023, the community center is divided into three zones – the
lounge reading area, tutoring area, and multi-purpose meeting area.
Section 2: Use of the Community Center
The Jamesburg Public Library’s community center may be used by the general public, local clubs, organizations, municipal entities, or other groups in accordance with the following rules and regulations:
- With the exception of library and municipal programs and applicants granted approval to
use the space for an event at a specific date and time, use of the community center is
restricted to the regular operating hours of the library. - No food or drink is permitted in the community center.
- Any displays or exhibits may not be disturbed or altered by those using the community
center without prior approval. - The number of people allowed in the community center at any given time shall be in
compliance with the fire code. - The library’s code of conduct and policies apply to all activities in the community center.
- Individuals and groups may reserve any of the spaces within the community center for small incidental activities of less than 30 people such as studying, book clubs, etc. All applicants must sign the library’s indemnity agreement for their reservation to be approved. Final approval for all reservation requests are at the discretion of the Library Director. Reservations for library and municipal programs will be given priority during the scheduling and reservation process for use of the community center and are not subject to the same approval process outlined in this policy.
- The community center may also be reserved for more formal and organized events and/or
activities exceeding 30 people. For these events, applicants must submit an application
and certificate of liability insurance to the Board of Trustees for approval at least three
weeks prior to the requested reservation date. The Board of Trustees reserves the right to
approve or deny the use of any applications. The insurance requirement will not be
waived under any circumstances. - Groups reserving the meeting room are required to provide prompt notice of any cancellation so the space may be released for others.
- All events, programs, and activities in the community center must be open to the general
public at all times unless prior approval is granted by the Board of Trustees. - The Library Director shall maintain a schedule of events for the community center.
Section 2: Sale or Promotion of Products or Services
The sale or promotion of products or services by entities other than the Jamesburg Public Library is not permitted on Library grounds unless specific approval is given by the Board of Trustees.
Any entity that seeks permission to sell or promote products or services on the premises of the Library must fill out an application and submit it at the circulation desk.
All applications submitted shall be received by the Library Director, who shall convey the application to the Board of Trustees for their consideration. The Board reserves the right to approve or deny the sale or promotion of products or services on Library grounds.
Section 3: Exhibits
No outside entities may have an exhibit on the premises of the Jamesburg Public Library without prior approval from the Board of Trustees.
Any entity that seeks to have an exhibit on the premises of the Library must fill out an application and submit it at the circulation desk.
All applications submitted shall be received by the Library Director, who shall convey the application to the Board of Trustees for their consideration. The Board reserves the right to approve or deny any exhibit by an outside entity.
Section 4: Restricted Areas
Areas within the Jamesburg Public Library that are restricted to only Library employees, Board Members, and Borough officials include, but are not limited to, the workspace behind the circulation desk, the kitchen, and designated storage areas within the Library and on the property.
The Library Director’s office shall also be a restricted area; however, the Library Director may invite people into their office for interviews or meetings at their discretion.
Section 5: Storage Areas
Storage areas on the property may include closets, sheds, and storage rooms. Storage areas shall be used to house Library property only.
Library employees, patrons, volunteers, and outside entities may not use the Library’s storage areas to store their personal property.
Library employees may only store their personal property in designated spaces such as lockers or cubbies.
Section 6: Compliance and Disciplinary Action
All entities that use the Library’s buildings and grounds must abide by all Library policies and shall be given a copy of the Policies of the Jamesburg Public Library for their reference.
Any parties that violate the Policies of the Jamesburg Public Library may be subject to disciplinary action by the Board of Trustees, including their temporary or permanent suspension from using the Library’s buildings and grounds.
Entities may be subject to prosecution for criminal offenses.
Section 7: Custody of Keys
Only Members of the Board of Trustees, Borough officials, and Library employees may have custody of keys to the Jamesburg Public Library and its facilities.
Section 8: Signage
All signage placed on Library property must be approved by the Board of Trustees and, where necessary, all paperwork regarding signage shall be filed with the Borough of Jamesburg in accordance with the Borough’s ordinances regarding signage.
Section 9: Political Entities
Political entities may not use the Library’s facilities under any circumstances.
Policy Statement:
The following policy was adopted for the usage of the Library’s landline telephone.
Section 1: The Library Telephone
The Library telephone is a business phone to be used solely for Library business by Library employees, Board Members, or Borough officials.
Section 2: Patron Emergencies
Patrons may use the Library telephone only in case of dire emergency at the discretion of the Library Director or their designee.
The caller shall pay long-distance emergency charges immediately.
Policy Statement:
The Jamesburg Public Library may be closed in the event of inclement weather, improvements to the building, or emergencies in accordance with the following policy.
Section 1: Inclement Weather Closures
The Jamesburg Public Library shall be closed for services due to inclement weather when Borough facilities are ordered closed by the municipal official bearing that authority.
In the absence of such an order, the Library Director and President of the Board of Trustees may jointly decide whether or not to close the Library due to inclement weather and when to reopen.
Section 2: Other Emergency Closures
The Jamesburg Public Library may close in the event of a state of emergency declaration or executive order issued by the Governor of New Jersey, the County of Middlesex, the Borough of Jamesburg, or a declaration issued by the President of the Board of Trustees.
Section 3: Planned Closures
The Board of Trustees may close the Jamesburg Public Library as needed for maintenance or other necessary purposes.
Section 4: Hours of Operation
The Library Director, with the advice and consent of the Board of Trustees, shall establish the hours of operation for the Jamesburg Public Library.
Section 5: Snow Removal
The Borough of Jamesburg shall assume the responsibility of snow removal for the Jamesburg Public Library.
The Library Director or the President of the Board of Trustees may contact the Borough regarding snow removal on sidewalks, steps, and access to the curb.
Policy Statement:
In accordance with federal, state, county, and municipal directives, the Jamesburg Public Library may modify its services and operations due to a public health emergency.
Section 1: Closure
In accordance with the Jamesburg Public Library’s Policy for Inclement Weather, Hours of Operation and Closings, the Library may be closed for services due to a public health emergency in the event of a state of emergency declaration or executive order issued by the Governor of New Jersey, the County of Middlesex, the Borough of Jamesburg, or a declaration issued by the President of the Board of Trustees.
Section 2: Modified Library Services
In accordance with federal, state, county, and municipal mandates and guidelines, the Library Director may modify its patron services to include curbside pickup and drop-off and other pandemic-safe library services.
Section 3: Social Distancing and Occupancy Limits
In accordance with federal, state, county, and municipal mandates and guidelines, the Library Director may enact social distancing and occupancy limitation policies with the advice and consent of the Board of Trustees.
Section 4: Mask Mandates
In accordance with federal, state, county, and municipal mandates and guidelines, the Library Director may enact face-covering policies with the advice and consent of the Board of Trustees.
Section 5: Sanitation
In accordance with federal, state, county, and municipal mandates and guidelines, the Library Director may enact sanitation policies with the advice and consent of the Board of Trustees.
Personnel Policy
Policy Statement
The Personnel Policy of the Borough of Jamesburg shall serve as the personnel policy of the Jamesburg Public Library. The Board of Trustees may provide policy provisions to supplement the personnel policy for the Jamesburg Public Library; however, all personnel policy provisions and practices shall be consistent with the Personnel Policy of the Borough of Jamesburg and updated accordingly if changes are made to the policy by the municipal officials bearing that authority. The following contains supplementary policy provisions adopted by the Board of Trustees relevant to Library employees.
Section 1: Oversight
The Board shall exercise oversight over the personnel of the Jamesburg Public Library and shall possess the sole authority to:
- Appoint and terminate employees
- Determine the number of staff members that the Library employs
- Determine positions of employment within the Library
- Conduct evaluations of employee performance
- Determine salaries and hourly rates of employees
- Establish policies, procedures, and guidelines for personnel
- Establish workplace and performance standards for employees
Section 2: Employees
Library employees shall include, but not be limited to, the Library Director, Library Assistants, and a Custodian.
Section 3: Workplace Hierarchy
The Personnel Committee shall serve as the designated oversight body for personnel matters. The Personnel Committee shall serve as the supervisor of the Library Director. The Library Director shall serve as the supervisor of all other Library employees, however, employees may appeal personnel matters to the Personnel Committee if circumstances require it.
Section 4: The Library Director
The Library Director shall serve as the chief librarian, administrative officer of the Library’s day-to-day operations, and supervisor of all employees. The Library Director is responsible for resolving customer service issues, maintaining a safe and pleasant environment for employees and patrons, and ensuring high quality librarianship. The Library Director is responsible for the supervision of all employees.
- Perform opening and closing duties.
- Provides friendly, courteous, and accurate service to all users.
- Provides a leadership role in the Library.
- Responds to patron requests, suggestions, and complaints.
- Evaluates operations and activities of the Library, plans for future needs, develop Library collections and services and adopts and implements new services.
- Advocates for the Library.
- Establishes and maintains effective working relationships with Library patrons, other governmental agencies, civic and community groups, the Board of Trustees, and the general public.
- Works with the Board of Trustees in developing job descriptions for Library employees and recommends policies to the Personnel Committee.
- Directly supervises all Library employees.
- Conveys expectations for employee performances and oversees and implements the employee evaluation process.
- Promotes staff morale through communication, staff meetings, in-service programs, and staff training.
- Maintains neatness of public areas, including desks, counters, shelves, tables, and personal space visible to the public.
- Serves as a resource for the Board regarding Library operations.
- Attend all regular monthly Board meetings (except executive sessions and executive meetings), but shall have no voting privileges.
- Executes all policies and procedures implemented by the Board of Trustees as written.
- Supervise volunteers as necessary.
- Take action to deal with disruptive or problem patrons, as specified in the Policies of the Jamesburg Public Library.
- Works with the Finance Committee of the Board of Trustees on grant proposals and submissions.
- Oversees the process of accepting donations for the Library.
- Oversees the maintenance and operation of technology within the Library and implements new technology as needed in conjunction with the Technology Committee of the Board of Trustees.
- Oversee the process of weeding books and other Library materials.
- Acquire new circulation materials for the Library, as needed.
Section 5: Library Program Specialist
The Library Program Specialist is a part-time employee that works with the Library Director and Board of Trustees to develop, organize, implement, supervise and evaluate a variety of program activities and services for the community. The Library Program Specialist is responsible for carrying out the following essential tasks:
- Researches, develops, coordinates, and implements library programs for the Jamesburg Public Library.
- Prepares proposals for new library programs and presents those proposals to the Library
- Director and Board of Trustees for consideration.
- Coordinates program logistics as appropriate and presents programs for youth and adult populations.
- Participates in the development and monitoring of program budgets and activity reports.
- Maintains accurate records and generates reports involving program performance.
- Develops and implements marketing and promotion strategies for library programs, with emphasis on raising the Library’s online profile.
- Promotes programs and services to the public, including preparing flyers, news releases, pamphlets, brochures and e-blasts along with social network and website updates.
- Utilizes community resources and organizational support in delivery of program services.
- Works directly with youth and families, involving them in planning and development of programs.
- Develops and maintains an activity calendar for all library programs and events.
- Performs other related duties as assigned.
Section 6: Library Assistants
Library Assistants are part-time employees that are responsible for day-to-day librarianship, facilitating the circulation of library materials, and providing customer service. Library Assistants are responsible for carrying out the following essential tasks:
- Perform opening and closing duties in the absence of and/or at the direction of the Library Director.
- Provide information on unique services and programs offered by the Library.
- Greet and direct patrons.
- Record statistics throughout shift.
- Answer telephone.
- Assist patrons in person and by phone by answering questions in a courteous and professional manner.
- Check material in and out.
- Facilitate interlibrary loan procedures.
- Register new patrons.
- Edit and update patron records.
- Collect fines and fees for circulation materials.
- Process and catalog incoming material.
- Edit and update catalog records as necessary.
- Shelve material as necessary.
- Take action to deal with disruptive or problem patrons, as specified in the Policies of the Jamesburg Public Library in the absence of the Library Director.
- Supervise volunteers as necessary.
- Assist patrons in printing documents using the photocopier.
- Perform general cleaning and maintenance of public spaces as necessary.
- Maintain inventory of office and processing supplies; notify Library Director when supplies need to be replenished.
- Attend staff meetings.
- Maintain book collection at direction of the Library Director.
- Facilitate transactions with Spanish-speaking library patrons.
Section 7: Custodian
The Custodian a part-time employee that is responsible for maintaining a clean, comfortable and safe environment for Library patrons. The Custodian is responsible for carrying out the following essential tasks:
- Identify and report all problems related to the building and grounds to the Library Director and recommends solutions to those problems.
- Vacuum carpets.
- Damp/dry mop wood floors.
- Dust bookshelves.
- Clean and maintain furniture.
- Straighten tables and chairs.
- Clean both restrooms (including toilets, floors, sinks).
- Maintain inventory of cleaning supplies and equipment.
- Obtain cleaning supplies from local approved vendors as needed.
- Take the trash out of the building regularly, bring trash and recycling to the curb for pickup.
- Spray exterior with pesticide, as needed.
- Snow removal/ice treatment, as needed.
Section 8: Appointment of Employees
The following shall apply to the appointment of employees.
- The Personnel Committee shall determine the application process for prospective employees and, with the assistance of the Library Director, shall facilitate the application process and interview applicants.
- Upon the completion of job interviews, the Personnel Committee shall recommend applicants to the full Board of Trustees for appointment.
- All part-time employees shall be appointed on an annual basis by the Board of Trustees.
Section 9: Appointing an Interim Library Director
In the absence of a full-time Library Director, the Board of Trustees may appoint an Interim Library Director to discharge the duties of that office until the current Library Director can resume their duties, or until a new full-time Library Director can be appointed by the Board of Trustees.
Section 10: Appointing a Student Library Director
The Board of Trustees may appoint a student enrolled in a library science program at an accredited college or university as the Interim Library Director of the Jamesburg Public Library. The probationary work period for the student may be extended to coincide with their anticipated graduation date or other necessary accommodations, as determined by the Board.
Section 11: Probation Period for Library Employees
Upon appointment by the Board of Trustees, all Library employees shall serve for a probation period of ninety (90) days. A review of the employee’s job performance shall be conducted on or before the thirtieth (30th) day of their employment, again on or before the sixtieth (60th) day of their employment, and finally on or before the ninetieth (90th) day of their employment. Probationary periods may be extended by the Board of Trustees in appropriate circumstances. Upon the conclusion of an employee’s probationary work period, the Board of Trustees shall vote on whether to hire that employee on a permanent basis or terminate their employment with the Jamesburg Public Library. Employees may be placed on probation for disciplinary action.
Section 12: Evaluations
The Personnel Committee shall evaluate the job performance of all library employees twice per year. The first round of evaluations should occur by May 31 and the second round of evaluations should occur by October 31. Evaluations shall be based on a set of workplace and performance standards established by the Board of Trustees. The Library Director shall participate in the evaluation of all employees under their supervision. Evaluations shall become part of the personnel records of employees and be used to determine raises.
Section 13: Personnel Files
All employees shall have a personnel file kept in a secure location within the Jamesburg Public Library.
Section 14: Performance Guidelines
The following performance guidelines must be observed by all employees:
- Library employees must comply with the Policies of the Jamesburg Public Library.
- Library employees must have regular attendance and arrive at work promptly.
- Library employees must be fully capable of working while on duty.
- Library employees must promptly and efficiently produce work of satisfactory quality and quantity.
- Library employees must follow all rules for safety and security and immediately report unsafe conditions, accidents, and work injuries to supervisors.
- Library employees must carry out verbal or written instructions in a cooperative manner.
- Library employees must be honest, cooperative, and courteous.
- Library employees must immediately report any illegal or inappropriate acts or omissions to the governing body or appropriate member thereof.
Section 15: Office Courtesy
In order to establish procedures in regard to the general courtesy and demeanor to be displayed within the Jamesburg Public Library, the following rules are established for all Library employees.
- All Library employees, when greeting persons who have approached the circulation desk or entered the Library, shall greet such persons with polite salutations such as “good morning, may I help you?”
- All Library employees shall give immediate attention to persons entering the Library for the conduct of business.
- If necessary, Library employees shall excuse themselves from other conversations to greet a new person and invite them to wait until the business with the other party is finished.
- Library employees shall not allow a person to wait without acknowledging their presence.
- Library employees shall address patrons using an appropriate designation such as “Mr., Mrs., etc.”.
- Library employees shall be courteous and patient, regardless of any display of emotion on the part of a patron. However, Library employees are not expected to be abused or to accept profane language by any patron. The employee shall politely excuse themselves and request assistance from their supervisor or from law enforcement, if necessary.
- When a patron has a question or a problem that is properly within the knowledge of some other employee, the employee shall, when practicable, attempt to obtain the answer.
- Library employees shall not display a patronizing or otherwise rude attitude toward anyone.
Section 16: Demeanor
The Jamesburg Public Library shall abide by the following in regard to the demeanor of Library employees.
- All Library employees shall keep their workstations clean and business-like in appearance.
- Library employees shall, at all times, present a neat and clean appearance.
- Library employees’ personal business and phone calls shall be kept to a minimum.
Section 17: Conflicts of Interests
The Jamesburg Public Library shall abide by the following in regard to conflicts of interest pertaining to Library employees.
- Library employees are not permitted to ask for, or accept, any gifts from clients or vendors in excess of $50.00 and never ask for or accept money.
- Library employees are expected to work for the best interests of the Jamesburg Public Library. Each employee has an obligation to avoid any activity, business investment or interest, or other situation which could be construed as a conflict with the Library’s best interest or even give the appearance of taking money, merchandise, or service from a client or vendor for personal gain.
- Library employees may not engage in outside employment that constitutes or appears to constitute a conflict of interest or interferes with job performance or diminishes an employee’s physical or mental ability.
- Excluded from the prohibitions herein are the acceptances or provision of normal amenities and entertainment that facilitate the handling of the Library’s business (such as a business lunch, dinner, or other non-extravagant activity).
Section 18: Nepotism
The employment of relatives shall be in compliance with the New Jersey Code of Ethics for Public Officials. Immediate family includes the spouse, child, parent, brother, sister, grandparent, parent-in-law, daughter-in-law, son-in-law, or grandchild of a Library employee. This policy shall also apply to people related by blood or marriage or non-related people residing as family members in an employee’s home. Immediate relatives of Library employees will not be employed in regular full-time or regular part-time positions where:
- One relative would have the authority to supervise, appoint, remove, discipline, or evaluate the performance of the other.
- One relative would be responsible for auditing the work of the other.
- Other circumstances exist that would place the relatives in a situation of actual or reasonably foreseeable conflict between the Borough’s interest and their own.
- Where ethical, legal, or management necessity requires the limitation of employment opportunity of spouses or other immediate relatives, the means chosen to meet the necessity shall be those which have members of either sex.
Section 19: Holidays
The Jamesburg Public Library shall abide by the following in regard to the observation of holidays and time off:
- Holidays that fall on a weekend, provided that the Library is not open on the day that the holiday falls on, shall be observed either the Friday before or the Monday after the weekend as determined by the Library Director.
- Library employees who wish to observe religious holidays may do so without loss of pay by using personal days, if provided, or vacation days, but only to the extent that the employee has not already used up his personal and vacation days.
- In the event a full-time employee is required to work on an observed holiday, they will be given another day and one-half off with pay in lieu of this holiday.
- The Jamesburg Public Library shall observe the same holidays as the Borough of Jamesburg, including:
- New Year’s Day
- Martin Luther King Jr. Day
- Presidents Day
- Good Friday
- Memorial Day
- Independence Day
- Labor Day
- Indigenous Peoples Day
- Election Day
- Veterans Day
- Thanksgiving Day
- Day after Thanksgiving
- Christmas Eve
- Christmas Day
Section 20: Layoffs
The Jamesburg Public Library shall abide by the following in regard to the layoff of Library employees.
- Library employees may be laid off for reasons of efficiency and economy.
- Library employees with provisional or temporary status are to be laid off first.
- Permanent employees are to be laid off in the reverse order of seniority in their present position or may be demoted in lieu of a layoff to some lesser position.
- Reasons for the layoff must be given to the employee in writing.
- Library employees who are laid off shall receive priority for re-employment when any vacancy occurs or if the reasons for requiring layoff are no longer.
Section 21: Resignations
An employee must provide at least fourteen (14) days’ written notice to their supervisor if they plan to resign or retire. A copy must be given to the Business Administrator of Jamesburg. An automatic resignation shall be presumed if an employee is absent from his or her job for a period of two consecutive weeks or longer without authorized leave or without notice to their supervisor.
Section 22: Political Activity
Library employees may not engage in political activities while carrying out their official duties on behalf of the Jamesburg Public Library or on Library grounds in general.
Section 23: Disciplinary Action
The Jamesburg Public Library expects its employees to observe good conduct and acceptable behavior during working hours and to refrain from any notorious behavior off the job. The Jamesburg Public Library shall abide by the following in regard to the disciplinary action of Library employees.
1. Reasons for Disciplinary Action.
An employee may be disciplined for improper conduct, violations of the Policies of the Jamesburg Public Library, deficiencies in performance, or other causes found to warrant discipline. The following list, for illustration only, outlines some of the more common causes for employee discipline. This list is not all-inclusive, and it is intended to illustrate to employees the type of conduct that could ordinarily be expected to result in discipline, including:
- Neglect of duty, including conducting private or personal business during working hours.
- Absence without leave or failure to report after the authorized leave has expired or after such leave has been disapproved or revoked.
- Incompetence, inefficiency, or incapacity.
- Refusal, without good cause, to comply with a supervisor’s instructions or directions.
- To possess, bring, drink, manufacture, sell, solicit, or use intoxicants, liquor, or drugs anywhere on Borough property without authorization, or to be at work in an intoxicated or drugged condition, or otherwise to violate the Borough’s alcohol- and drug-free workplace policy.
- Refusing required alcohol assessment and/or drug testing or treatment.
- Behaving in a way that instigates or provokes ill will or animosity, including fighting or other physical contact between employees or between employees and others. Provoking or starting a fight involving physical contact.
- Conviction of a criminal act. An indictment may be cause for suspension without pay until the matter has been resolved.
- Participation in any political activity prohibited by federal or state laws or municipal ordinance.
- Violation of safety rules.
- Conduct that jeopardizes the safety, health, or welfare of another employee, including sexual, racial, ethnic, or other harassment.
- Excessive absence, tardiness, or abuse of leave.
- Malicious acts resulting in the destruction of Borough or personal property.
- Theft of the property of the Borough or its employees.
- Willfully making any false statements on employee records.
- Negligent or willful damage to borough equipment or property or waste of borough supplies.
- Failure to report outside employment or continuation of unacceptable outside employment, which is determined to interfere or conflict with borough employment.
- Conflict of interest.
- Spreading rumors, lies, gossip, or slander resulting in embarrassment to the Borough or its employees.
- Departing from the standard accepted job methods or departmental rules and regulations, unless approved by the supervisor.
- Using abusive or profane language.
- Failing to observe acceptable standards of appearance.
- Other sufficient causes not prohibited by law.
2. Types of Disciplinary Action.
Disciplinary action may consist of either an oral or written warning, loss of pay, suspension, demotion, probation, or termination in accordance with the severity of the offense, as determined by the supervisor.
3. Warnings.
In cases of warnings, the supervisor should advise the employee of the nature of the violation and what behavior and improvements are expected in the future.
a. Oral Warnings. In the case of oral warnings, the supervisor will inform the employee of the situation or complaint and attempt to resolve the matter as informally but effectively as possible through discussion and counseling with the employee involved. The supervisor should keep a brief record of the date, time, and reason for the conference.
b. Written Warnings. In the case of a written warning to an employee for a repeated infraction for which an informal warning was previously issued or for a serious offense, the supervisor’s warning should contain a reference to the offense, the previous oral warning (if applicable), and a space for the employee to sign an acknowledgment that the warning has been received. If the employee refuses, the employee’s refusal to sign the warning should be noted on a copy of the warning. Any formal warning should include a statement to the employee that repeated unacceptable behavior or work will result in more serious action being taken. A copy should be included in the employee’s personnel file.
4. Additional Discipline.
In some cases, subsequent formal warnings may be appropriate. However, ensuing formal warnings, especially those for repetitions of the same offense or for repetitious serious breaches of discipline, will normally be combined with some other form of disciplinary action such as suspension with or without pay, loss of leave, termination, or other appropriate action, as determined by the Board of Trustees.
5. Hearings.
Excepting cases where the employee takes actions which amount to resignation, not in good standing or forfeits office or employment in accordance with the law, or abandons the office, or other cases as provided by law, an employee shall be entitled to a hearing before the Board of Trustees before termination. The employee may be suspended pending the outcome of the hearing. The Board of Trustees shall render their decision as soon as practicable after the hearing. In determining whether to suspend an employee pending the outcome of the hearing, the Board of Trustees will consider:
- The seniority and performance record of the employee
- The employee’s job duties in light of the nature of the charges
- The seriousness of the alleged offense
- Other pertinent factors in the case.
6. Disclosure.
Any personal information relating to the employee is to remain strictly confidential and is not to be discussed publicly by any supervisor. Violations of this rule will be dealt with by the imposition of the most serious disciplinary measures. The only exceptions to this rule are by written permission of the Business Administrator of the Borough of Jamesburg, written consent of the employee, or if the employee breaches the confidentiality of the matter.
Section 24: Drugs and Alcohol
The use, sales, possession, distribution, control, and transportation of illegal drugs or being under the influence of alcohol or illegal drugs on the job or on the property of the Jamesburg Public Library are prohibited. Library employees who violate this prohibition or who are involved in illegal drug activities, whether on or off the job, will be subjected to disciplinary action by the Board of Trustees up to and including drug discharge.
Section 25: Open Door Policy
Library employees who believe they have been treated unfairly, illegally, inappropriately, or not in accordance with the Policies of the Jamesburg Public Library may follow the following open-door policy to have their case heard.
- Step One. Library employees who believe they have been treated unfairly, illegally, inappropriately, or not in accordance with the Policies of the Jamesburg Public Library may request a meeting with their supervisor to bring the matter to their attention. If the employee’s supervisor is the object of concern, the employee should meet with the supervisor’s superior to discuss the problem. Within fifteen (15) working days after the concern is brought to the attention of the supervisor or other appropriate person, that person shall provide the employee with a verbal response to the problem.
- Step Two. If the employee believes the verbal response is unsatisfactory, the employee should put the complaint in writing to the Chairperson of the Personnel Committee of the Board of Trustees. The employee should describe the problem in detail. The Personnel Committee will review the complaint and investigate the employee’s concerns. The Committee will provide the employee with a response within fifteen (15) days.
- Step Three. The employee may request the full Board of Trustees to review the response in Step Two, or the employee may present his concern personally before the Board of Trustees and have the review conducted based on any relevant records or if the employee so desires have another employee present their case. The Board of Trustees will present their decision to the employee within thirty (30) working days after the Board meeting at which the matter is heard.
Section 26: Personnel Forms
Employees are required to fill out, in a legible manner, timesheets, attendance reports, and leave requests on standard forms provided. The Library Director shall keep track of all timesheets and report the contents of these forms to the Business Administrator of Jamesburg on a regular basis for payroll.
Section 27: Electronic Communications
Library e-mail, voicemail, and the Internet are for official business, and use for non-business purposes is prohibited.
- All e-mail, voice mail, and Internet messages are official documents subject to the provisions of the Public Records Act.
- The Borough of Jamesburg reserves the right to monitor, obtain, review and disclose all e-mail, voice mail, and Internet messages for lawful and legitimate reasons.
- By using Library e-mail, voice mail, and the Internet, each user agrees that the Borough has unrestricted access and the right to disclose all information communicated or stored on the e-mail, voice mail, and the Internet for any security, health, employment, or other legitimate business reasons. Legitimate reasons also include but are not limited to systems maintenance, message routing, retrieval of business information, troubleshooting hardware and software problems, preventing system misuse, protecting confidential, proprietary information, ensuring compliance with software license policies, and complying with legal and regulatory requests for information.
- Employees should expect that any e-mail, voice mail, internet message, or usage on Borough systems will be subject to monitoring, and therefore employees cannot reasonably expect privacy as to any of these.
- All software installed on the Library’s computers and networks must be authorized software. All software installation, even free software from the Internet, is to be approved by the Board of Trustees.
- Employees shall not send, transmit or otherwise disseminate nonpublic personal data or other confidential information off the Library to an unauthorized person or in an unauthorized manner.
- All aspects of this policy as to the usage of and access to e-mail, voicemail, and internet usage apply equally to computer usage and storage of files, information, or data on computers.
- Employees should expect that contents of computer files may be subject to monitoring, and therefore employees should not reasonably expect privacy as to these.
- All communication devices provided to employees by the Board of Trustees or the Borough of Jamesburg are to be used for Library purposes only and are not to be used for personal calls or communication. All records will be subject to review by the Board of Trustees and/or the Borough of Jamesburg.
Section 28: Camera Phones
The Jamesburg Public Library has interests in protecting its confidential information and documents, as well as the privacy interests of its employees. No photographs or videos may be taken within the Library’s facilities or on the grounds of the Library without the consent of the Board of Trustees. Further, picture-taking phones may not be used in any case to take pictures of documents and any other confidential information.
Section 29: Dress Code
Employees shall be dressed neat, clean, and professionally. T-shirts and sweatshirts other than those containing the Library logo are unacceptable. Ripped and/or soiled jeans, denim shorts, and inappropriately short skirts are unacceptable.
Section 30: Incidents & Filing Incident Reports
Staff members shall report all incidents of inappropriate behavior by staff members and patrons to the Personnel Committee. If a staff member witnesses inappropriate behavior by a patron or staff member, they shall document the incident on an incident report form that shall be made available to all Library employees by the Board of Trustees. The Personnel Committee shall investigate all incidents of inappropriate behavior that are reported by staff members, compile a brief report of its findings, and make recommendations to the Board for action if necessary. If a staff member witnesses hostile or threatening behavior by a patron or fellow staff member that requires immediate mitigation, they should immediately call 9-11 for assistance and not attempt to confront that individual. If a staff member needs to call the Jamesburg Police Department for assistance as a result of an incident, they still must file an incident report to the Personnel Committee for its awareness.
Section 31: Additional Provisions
Any provisions not covered in this section may be covered in the Personnel Policy of the Borough of Jamesburg or by appropriate action by the Board of Trustees, in accordance with the aforementioned rules and regulations.
Policy Statement:
All Members of the Board of Trustees, Library employees, and patrons shall abide by the following Code of Conduct to maintain an atmosphere appropriate for work, study, and enjoyment within the Jamesburg Public Library.
Section 1: Responsibility
It is each individual’s responsibility to demonstrate sound judgment, respect and consideration for others, and appropriate conduct while using Library resources and facilities.
Section 2: Unacceptable Behavior
Unacceptable behavior includes, but is not limited to, the following:
- Damaging or stealing Library materials or property
- Playing audio equipment so that others can hear it
- Misusing a restroom (e.g., as a laundry or bathing facility)
- Using the Library to sleep
- Leaving a child unattended in the Library (see Unattended Children Policy)
- Obscene language or activity
- Lewd or immoral behavior
- Loud cell phone conversations in any part of the Library other than the lobby (silent mode or texting is permitted)
- Making excessive noise or engaging in other disruptive conduct
- Smoking or being under the influence of alcohol or drugs
- Interfering with another person’s use of the Library or with library staff performance of their duties
- Threatening, harassing, or physically harming library patrons, employees, or Board Members
- Being in an unauthorized area of the Library or remaining in the area after closing
- Politicking on Library grounds; solicitation of contributions or signatures, unless directly related to Library services or activities
Section 3: Disciplinary Action
Individuals who violate this Code of Conduct or other rules and regulations of the Library may be asked to leave the building, and police assistance may be utilized if deemed advisable by library staff members.
Any library user who violates the Code of Conduct and any other rules and regulations of the Library shall be denied the privilege of access to the Library by the Board of Trustees, on recommendation of the Library Director. Patrons whose privileges have been revoked may have the decision reviewed by the Board of Trustees.
